In Ultra Instinct -Sign-, Goku relies on Spirit Pulse as a Super Attack. He can unlock this by finishing PQ 151. With this attack, Goku focuses his energy in one hand and unleashes an attack that pushes enemies like a careless rushdown Vegeta away.

What IS available as a transformation for saiyan cacs is super saiyan blue. For that, you must be at least level 90, have Whis as instructor, and max his friendship. The fastest way to max an instructor's friendship is to do missions with that instructor as partner in Fu's altered storyline at the Time nest area.

The last wish, "I want to become a Super Saiyan God," is the one to choose. A system message will then let them know that they will need to max out their friendship with Goku, Vegeta, Gohan & Videl, Gotenks and Pan before they can obtain the SSGF skill.
