This section is primarily theorycrafting to calculate a rough cost if you were to use Gems to complete all of the upgrades for this Town Hall level.
These costs and calculations make a number of assumptions:
20% Gold Pass boosts are active (doesn't include Gold Pass cost or Gem cost of unlocking the highest boosts).
Perfect resource spending, whereas in reality it would be difficult to fully empty your storages each time before filling resulting in slightly higher Gem costs.
Time calculations include gemming each individual upgrade time for improved accuracy.
Use of Magic Items or special offers aren't factored in.

Below is a breakdown of how much it would potentially cost to purchase the gems to complete each category of upgrades.
The price in each currency is based on the cost of the gem packs in that region, not taking one currency and converting it to the others.
Upgrade your TH12 to 5 star first. Then buy & put all the new necessary items (including defenses & traps) in your village. Now your Town Hall is ready for upgrading to level 13. The upgrade cost is 12,000,000 Gold from 5 star TH12 to 1 star TH13.
At Town Hall 15, the longest upgrade goes to the Giga Inferno, which takes a substantial amount of time to reach its peak strength. This mega upgrade clocks in at a whopping 20 days! The Giga Inferno is a crucial part of your defenses, forming a linchpin in protecting your village from attackers.
If you reach a point where you have completed all building and wall upgrades and your storages are full of Gold and Elixir whilst waiting for hero and laboratory upgrades to complete, it is likely more efficient to upgrade your Town Hall and complete the remaining upgrades whilst ensuring no resources go to waste.
It depends on how rush your village is & whether you want to spend gems (through in-game purchase) for fast upgrading or not. If you had upgraded your village after completely maxed out your TH11, then you need at least 9+ months without spending money (if you play & keep upgrading regularly).
Max levels as in the maximum level of upgrades (e.g. buildings, troops, spells, heroes, etc.)? Yes it's the maximum levels I can physically achieve from TH12. For example I think some of the heroes are maxed out at level 65ish.
The longest build time in Clash of Clans goes to upgrading the Town Hall to level 14, which takes a whopping 20 days. That's right, nearly three weeks of waiting! This long build time is a significant step in the game as it unlocks new defenses, buildings, and upgrades.
