Only the new Dracthyr race can be Evokers -- and Evoker is the only class choice available to Dracthyr at this point. Since Evoker powers use inherent abilities of the Dragonflights, it makes sense that this would remain a race-bound class.
You can only have one Dracthyr character per realm. Your Dracthyr Evoker will start at level 58 in the new Forbidden Reach zone. During the creation process, you will be given the option to choose between the Horde or Alliance faction.
